NCI buys Scientific & Engineering Solutions

NCI Information Systems Inc. of Reston, Va., bought Scientific & Engineering Solutions in a move to expand its services to the intelligence community.

NCI, a provider of IT services to government offices and government customers, said the purchase of Annapolis Junction-based SES will help it expand offerings at a time when federal, state and local governments are increasingly in need of reliable intelligence information. Sixty percent of NCI's current revenue and 90 percent of SES's current revenue comes from the Department of Defense and the intelligence community. NCI, founded in 1989, has about 1,400 employees in 11 locations.

I/Tech gets federal labor department contract

Frederick-based I/Tech Computer Services Corp. has been awarded $3 million to train more than 1,000 people for information technology careers. The grant comes from the U.S. Labor Department's Employment and Training Administration and is part of $49 million dispersed to business-led training partnerships around the country. I/Tech will use the money to train 785 Wachovia employees and 350 FleetBoston staffers in database development, programming, security, telecommunications and Web development. Industry certifications and additional, customized training will be hallmarks of the project. I/Tech's work forging information technology training programs for public- and private-sector clients caught the eye last year of Albany, N.Y.-based Computer Education Services Corp., which acquired I/Tech in June.

SAIC buys Maryland firm

Science Applications International has acquired Atlantic Coast Telesys, a Maryland-based IT firm with intelligence and defense customers. Atlantic Coast Telesys, with about 200 employees and operations in both Hanover, Md., and Quantico, Va., will become part of SAIC's Advanced Technologies and Solutions group in McLean. Atlantic Coast Telesys, founded in 1988, specializes in digital signals processing, software and hardware engineering and Web portal development. In September, the San Diego-based engineering firm bought D.C.-based Jullien Enterprises, which makes video systems, perimeter protection systems and security control centers.

CompuDyne wins Air Force contract

Hanover-based CompuDyne Corp. will be a supplier for the U.S. Air Force's Integrated Base Defense Security System. CompuDyne's fiber optic security systems subsidiary, Fiber SenSys, will supply perimeter security systems for the Air Force program, which includes security upgrades for 108 Air Force bases. CompuDyne said it will deploy its Fiber Defender system on one of the first bases to be upgraded in the first quarter of 2004. CompuDyne also provides its Fiber Defender series of intrusion detection products for the Air Force's Tactical Automated Sensor System program. The system protects forward installations and troop deployments in high-threat environments. Fiber SenSys produces fiber optic intrusion detection sensors, network security equipment, copper-based sensors, microwave sensors, and intrusion detection software. Its products are used at nuclear facilities, space center launch pads, U.S. embassies, power distribution facilities and military bases worldwide.

Pact could encourage tech transfer

Maryland has signed a new agreement with a federal technology development institute that could promote technology transfer between the institute and the state's small businesses and universities. The state's memorandum of understanding with the Commerce Department's National Institute of Standards and Technology aims to identify activities that could leverage the resources of NIST and Maryland's businesses and universities. NIST will identify technologies available for licensing and provide guidance and support on procedures for submitting a license application. NIST has a 2003 budget of $864 million and is charged with development and promoting standards and technology to promote productivity and facilitate trade. It employs 3,000 at sites in Gaithersburg and Boulder, Colo.
