Irving Burton Associates (IBA) today announced the promotion of two key members of its executive team.
Linh Ly has been promoted to Chief Financial Officer (CFO). Ms. Ly has been with IBA for 8 years and previously served as Controller for IBA. Ms. Ly has over 15 years of experience in accounting, consulting and overseeing the tax and system needs of organizations. As CFO at IBA she is responsible for overseeing all phases of the accounting and contract requirements. This includes financial reporting, providing guidance in implementing recommended changes, developing sound and efficient accounting policies, procedures and controls, reviewing and preparing monthly financial statements, developing and monitoring operating budgets, and overseeing year-end audits.
“In IBA’s 33 year history, Linh is the first controller to have been selected and unanimously approved by IBA’s Board of Directors for the position of Chief Financial Officer. I think that is a tremendous measure of the confidence the Board and the owners of IBA have in Linh Ly and her financial acumen. Sam Strulson has been promoted to Vice President (VP) of Operations for IBA. Mr. Strulson has been with IBA since 2000 and has over 13 years of comprehensive experience in corporate and program level management, information technology, federal acquisition and Department of Defense medical information systems. Mr. Strulson is responsible for overseeing large and complex information technology programs for IBA’s Government customers, including the Defense Health Services System (DHSS). He has also effectively implemented Quality Assurance and Quality Control protocols and helped IBA achieve a Capability Maturity Model – Integrated (CMMI) Maturity Level 2 rating in 2010.
