Mr. Thompson went on to say that it appears that none of the lamps accepted by the EDC for bid met the specifications outlined in the invitation even though the federal grant requires that they must do so.

ONCE has submitted a request for information under the Arkansas Freedom of Information Act and intends to file formal requests  with the U.S. Department of Energy under the Freedom of Information Act (FOIA). Formal filing of Waste, Fraud, and Abuse Report within the provisions of the American Re-investment and Recovery Act  will follow.  "We were hopeful that the Arkansas EDC would have agreed to go back to Phase One again with a sound process and specifications acceptable to electrical, lighting, and poultry experts," said Mr. Grajcar. "The fact they did not has left us with no other choice but to explore all options available to us to make this right."
